Dr. Emmanuel "Noel" G. Moya

P.E., MSc., PhD. — President/CEO & Chief Engineer/Scientist, Fluidyne International Corporation

Dr. Emmanuel "Noel" G. Moya brings more than 50 years of multidisciplinary engineering practice to the PCCC board, spanning pumping and filtration, water and wastewater treatment, aerobic and anaerobic digestion, landfill and composting systems, materials recovery and recycling, precious-metals recovery from mine tailings, power co-generation, sustainable energy, and hydrogeology. He leads Fluidyne International Corporation as President/CEO and Chief Engineer/Scientist.

A Registered Professional (Mechanical) Engineer, Dr. Moya holds an Associate's degree in Electrical Engineering, an Executive MBA, a Master of Science in Systems Engineering, and a PhD in Environmental Science, and is currently pursuing a second doctorate in Environmental Science. His engineering practice has taken him across Southeast Asia, the Middle East, Europe, Latin America, Canada, and the United States, including specialized training in electro-mechanical biological treatment and municipal waste conversion technology.

As a UNDP- and CESO-registered consultant, he has delivered sustainable technology solutions to developing countries and First Nations communities, and his innovations have been adopted by major industry players in water treatment, waste conversion, and energy recovery. He also serves as an Adjunct Professor at Columbia University, Pierce College, and the University of Toronto.

Dr. Moya joins the PCCC board following the chamber's Philippine business delegation and the resulting partnership between Fluidyne International and Green Gold Global (4G) Biotech to bring his Magnetic Generator technology to remote and off-grid communities — work he continues to advance alongside PCCC's leadership and innovation initiatives.
